It’s time to permanently end the U.S. global abortion ban!

The Global Gag Rule is a dangerous and harmful U.S. foreign policy that blocks global funding for non-profits and clinics around the world that provide counseling and education on safe abortion.

Despite that fact that no U.S. money ever goes to abortion services because of existing U.S. law, the Global Gag Rule means that organizations that receive U.S. International aid for maternal health, HIV prevention, or basic health must choose between receiving critical U.S. funding, or providing people with the sexual and reproductive health care and information they need and deserve.

The Global Gag Rule is deadly and ineffective, and results in tens of thousands of maternal deaths each year that could otherwise be prevented.

President Biden has rescinded the Global Gag Rule as one of his first steps in office, but without permanently repealing the policy, future presidents can (and will) reinstate the policy, interrupting health services and raising rates of maternal death. We must permanently repeal the Global Gag Rule — and the Global Health, Rights, and Empowerment (HER) Act would do just that.

Now is our moment: Call on Congress to pass the HER Act and permanently repeal the Global Gag Rule.

I am writing as your constituent and on behalf of Amnesty International USA to ask you to co-sponsor the Global Heath, Rights and Empowerment (HER) Act (H.R. 556 and S. 142), which would permanently repeal the deadly and ineffective Global Gag Rule.
 
The Global Gag Rule (also called the Mexico City Policy) is a U.S. foreign policy that prohibits foreign non-governmental organizations (NGOs) that receive U.S. foreign assistance funding from advocating for abortions or providing abortions. Despite that fact that no U.S. money ever goes to abortion services, the Global Gag rule means that orgs that receive U.S. International aid for other reasons -- like maternal health, HIV prevention, or basic health -- can’t so much as educate their communities on safe abortion.
 
The Global Gag Rule results in thousands of maternal deaths each year that could otherwise be prevented.  With this policy, abortion rates rise, not drop; rates of unintended pregnancies, maternal mortality, and unsafe abortions increase; women and girls lose access to contraception; and humanitarian aid and critical health services are interrupted.
 
While President Biden has rescinded the Global Gag Rule, without permanently repealing the policy, future presidents can (and will) reinstate the policy, interrupting health services and raising rates of maternal death.  
 
The Global HER Act (H.R. 556 and S. 142) would permanently end the Global Gag Rule and do the following:

- Allow foreign organizations receiving U.S. aid to use non-U.S. funds to provide medical services that are legal in the U.S. and in the respective countries, including safe abortion;

- Allow foreign non-governmental organizations receiving U.S. aid to use non-U.S. funds to address the specific needs of the population, such as HIV prevention and treatment and maternal and child health, so long as these activities are legal in the U.S. and in the respective country;

- Promote safe, ethical medical practices by removing discriminatory restrictions on essential health care services.
