WE MUST ABOLISH ICE

2026 is already the deadliest fiscal year on record for ICE. Its presence across our communities has spread fear, torn children from their parents, and killed our neighbors.

After thorough and extensive investigations, Amnesty International has concluded that there is no way to adequately reform ICE. It must be completely dismantled.

Right now, the first step is to pass the Melt ICE Act, a new bill introduced in Congress to prohibit ICE from detaining or surveilling our immigrant friends, families, and neighbors and redirect ICE’s billions of dollars of funding to social services that help our communities thrive. We must get it passed.

I’m writing as your constituent and a concerned human rights supporter of Amnesty International to call on you to abolish the immigration agency Immigration and Customs Enforcement (ICE). The abuses of the agency have been witnessed worldwide, and it is time to urgently put an end to them.

Members of the House of Representatives should specifically cosponsor the Melt ICE Act (H.R.7190), which would remove ICE’s authority to detain immigrants, end all existing immigration detention contracts within two years of enactment, and prevent the Department of Homeland Security (DHS) from entering into any new contracts with any entity for facilities to detain or surveil immigrants. Amnesty International has documented widespread human rights violations against migrants, asylum seekers and refugees committed by ICE for decades. Since January 2025, under the Trump administration, ICE has become more emboldened, more cruel, more abusive, and more unaccountable than ever before. 
 
ICE, Border Patrol and other federal agents have committed serious abuses against migrants, asylum seekers, refugees, racialized communities, and those who defend their rights. These include:

• Racial discrimination; arbitrary arrests; and detention;
• Harassment, intimidation, degrading treatment and unlawful use of force by federal agents;
• Use of lethal force and unlawful killings by federal agents, which should be investigated as extrajudicial executions;  
• Repression of peaceful protests and use of less lethal weapons, including tear gas and pepper spray, sometimes near children; 
• Unlawful surveillance and facial recognition technology; 
• Enforcement near schools, medical facilities, houses of worship, and other sensitive locations;
• Inhumane detention conditions and denial of due process, which should be investigated as torture;  
• Unlawful incommunicado detention and possible acts of enforced disappearance. 
 
These violations are not isolated incidents but part of a broader pattern of immigration enforcement.

I call on you to take action to abolish ICE and end the system of mass immigration detention and deportation that has enabled these abuses. The United States must uphold the human rights and dignity of all people, regardless of their immigration status.

You have the power and responsibility to stop this. What you do now will be remembered by future generations – take a stand today because you have the power to do so.
