Andriy Shepitsen, a Ukrainian national, has been detained by U.S. Immigration and Customs Enforcement (ICE) at the Krome North Service Processing Center since December 2025. Andriy has a diagnosed bipolar disorder, along with other mental health conditions. He has been denied critical medical and mental health treatment and medication, which has led to extreme depression and suicidal ideation. Dear Field Office Director Garrett Ripa,

I am concerned to learn that Andriy Shepisten (A#: 231-831-046), a Ukrainian national, is being denied critical medical and mental health treatment and medication at the Krome North Service Processing Center (Krome), where he has been detained since December 2025.

Andriy has a diagnosed severe bipolar disorder, major depressive disorder, and attention deficit hyperactivity disorder. These conditions require consistent psychiatric care, medication management, and therapeutic monitoring.

Since being taken into U.S. Immigration and Customs Enforcement (ICE) custody, Andriy has received little to no mental health treatment, and alarmingly has been without his prescribed psychiatric medication for the entirety of this detention. This has led to extreme depression and suicidal ideation, which he has reported to Krome staff on multiple occasions. Distressingly, the facility has taken no action to provide him with the medical and mental health treatment he needs.

On February 10, he began a hunger strike to protest the conditions of his detention and to demand his release. He has not eaten since. Andriy requires urgent medical and mental health care that he can only adequately receive outside of detention. Without proper care, Andriy’s life is at risk.

I implore you to ensure that Andriy is immediately released and provided with the urgent medical and mental health care he desperately needs.
