I write as a concerned constituent of yours, and with Amnesty International and Human Rights First, to ask you to support the Protecting Our Protesters Act of 2025 (H.R. 3651).

Peaceful protest is a human right under international law, and is one of the most powerful ways we, the people, hold those in power accountable. From the civil rights movement to the fight for climate justice and racial equity, protests have been central to progress in the United States.

But today, this right is under attack. Across the country, law enforcement has used excessive force against people peacefully protesting — whether students on campus, workers organizing for their rights, or communities standing up for racial justice. Instead of protecting people, authorities too often punish them, deploying intimidation, surveillance, and violence.

H.R. 3651 is a vital step to address these abuses. By clarifying that the use of excessive force by law enforcement against protesters is a violation of federal law, this bill provides much-needed accountability and tangible protections for all people — including constituents like me — who choose to exercise their right to peacefully protest.
