Right now, President Trump is using military forces and federal agents to harass and intimidate people across the country — and he has said he wants to use U.S. cities as "training grounds" for the military.

This is not about public safety. It’s about silencing dissent, intimidating immigrant communities, and criminalizing Black and brown communities. And if Congress does not act, Trump will have the green light to expand this crackdown everywhere.

Dear Member of Congress,

I am writing as your constituent and a supporter of human rights alongside Amnesty International, with urgent concern about President Trump's ongoing deployment of military and federal forces in Washington, D.C., and his threats to extend such deployments to other cities across the country.

This is a dangerous and unnecessary escalation, and a chilling example of how authoritarian practices take hold. The President invoked a "crime emergency" in D.C. on August 11, despite evidence that crime has actually decreased in the city over the past two years. He then exceeded his authority under the District of Columbia Home Rule Act of 1973 by attempting to override the authority of the Metropolitan Police Department, temporarily reassigning hundreds of federal agents to local patrols, and calling in thousands of National Guard troops from multiple states. These actions undermined local governance, eroded public trust, and violated the rights of residents — particularly immigrant and racially diverse communities.

Congress wisely declined to authorize the extension of this federal “emergency,” but Congress must act to ensure the President withdraws National Guard deployment and the surge of federal agents in DC, and must block any attempt to export this militarized model of repression and immigration enforcement to other cities across the U.S.

President Trump has stated his intent to send military and federal forces to cities including Portland, Oregon New York, Chicago, Los Angeles, Oakland, and Baltimore – all cities with racially diverse immigrant populations and local or state laws prohibiting cooperation between local police and ICE – on the pretext of fictional "out of control" crime waves is both alarming and discriminatory.

The use of military force to repress peaceful protests and intimidate communities erodes the rule of law and undermines our human rights. Congress must immediately and publicly call for the withdrawal of all federal troops and National Guard units from D.C. and take proactive steps to prevent such militarized deployments in other U.S. cities.

Military forces have no place in our communities. I ask you to act swiftly to protect people’s rights across the country, including ours. As my elected representative, I'll be watching your actions.
