I write to you as a member of Amnesty International USA with deep concern over the ongoing violence in the Occupied Palestinian Territory and Israel. I am also deeply worried about President Trump's dangerous threats to forcibly deport around 2 million Palestinians and "take over" the occupied Gaza Strip – as they are not just outrageous and shameful, but if enacted, would amount to a war crime.

The U.S. government is uniquely positioned to have tremendous impact in this conflict to ensure the protection of civilians and prevent further suffering.

Since the Hamas-led attacks and atrocities on October 7, we have witnessed horror unfolding on an unimaginable scale in the occupied Gaza Strip. More than 2 million Palestinians in Gaza are struggling to survive amidst a human-made humanitarian catastrophe, and the level of civilian casualties has been unprecedented.

Amnesty International's new research report, published on December 5 and titled 'You Feel Like You Are Subhuman': Israel's Genocide Against Palestinians in Gaza,' concludes that the Israeli government has committed and is continuing to commit genocide against Palestinians in Gaza. Even with the ceasefire, the Israeli authorities continue to inflict conditions of life calculated to bring about the physical destruction of Palestinians in Gaza, a prohibited act of genocide.

I am urging you to immediately suspend the direct and indirect supply, sale, or transfer to the Israeli government of all weapons, munitions, and other military and security equipment that would more likely than not be used in the violation of international humanitarian and human rights law, consistent with the United States’ own laws and its obligations under the Genocide Convention.

Governments – including and especially the United States’ – that continue to transfer arms to Israel at this time must know they are violating their obligation to prevent genocide and are at risk of becoming complicit in genocide.

To protect civilians, I am also urging you to ensure that the ceasefire becomes permanent and that desperately needed humanitarian aid and reconstruction is not used as a means to coerce Palestinians into leaving Gaza. Palestinians must be allowed to return to their homes and be provided dignified temporary housing until reconstruction is completed. Remaining hostages and arbitrarily detained Palestinians must also be released.
