I write to you as a member of Amnesty International USA with deep concern over the ongoing violence in the Occupied Palestinian Territory and Israel. The U.S. government is uniquely positioned to have tremendous impact in this conflict to ensure the protection of civilians and prevent further suffering.

Since the Hamas-led attacks and atrocities on October 7, we have witnessed horror unfolding on an unimaginable scale in the occupied Gaza Strip. More than 2 million Palestinians in Gaza are struggling to survive amidst a human-made humanitarian catastrophe, and the level of civilian casualties has been unprecedented.

Amnesty International's research report titled 'You Feel Like You Are Subhuman': Israel's Genocide Against Palestinians in Gaza,' concludes that the Israeli government has committed and is continuing to commit genocide against Palestinians in Gaza. Israeli authorities are inflicting conditions of life calculated to bring about the physical destruction of Palestinians in Gaza, a prohibited act of genocide.

As an elected official in the U.S., I am urging you to support the suspension of the direct and indirect supply, sale, or transfer to the Israeli government of all weapons, munitions, and other military and security equipment being used in violation of international humanitarian and human rights law, consistent with the United States’ own laws and its obligations under the Genocide Convention.

Governments – including and especially the United States’ – that continue to transfer arms to Israel at this time must know they are violating their obligation to prevent genocide and are at risk of becoming complicit in genocide.

To protect civilians, I am also urging you to work toward a permanent ceasefire and to do all you can to ensure the safe release of all hostages held by Hamas as well as arbitrarily detained Palestinians held by the Israeli government.

The need for a permanent ceasefire, arms embargo, respect for international law, and for the rights of all victims to truth, justice and reparation, is more pressing than ever.
