Israeli military forces launched the largest and most intense military attack in the occupied West Bank in nearly 20 years — on a refugee camp in Jenin.

But this violence is not isolated to Jenin. It reflects an overall escalation of cruel and unlawful violence against Palestinian civilians.

Amnesty's research has shown that the Israeli government created and maintains laws, policies, and practices that deliberately oppress Palestinians wherever it has control over their rights: in Israel, the OPT, and against displaced refugees by denying their right to return. This system amounts to the crime of apartheid under international law — and we must act swiftly to end it.

I write to you with deep concern over the escalating military crackdown in the occupied West Bank. On July 3 and 4, 2023, the Israeli military conducted a sustained attack on Jenin refugee camp involving both air and ground forces.  The United Nations (UN) and human rights organizations are reporting that at least 12 Palestinians were killed, including children, with more than 100 injured. According to the UN, this two-day attack resulted in the "highest number of Palestinian fatalities in a single operation in the West Bank" since 2005 and has left about 3,500 people internally displaced again. According to Physicians for Human Rights Israel, Israeli forces also attacked hospitals in Jenin damaging their operational capacity. A week after the destruction of the local water network, people in the camp still lack access to water.
 
With the lives of so many at risk, it is imperative that the U.S. government holds its allies accountable for violations of international human rights and humanitarian law. Accountability is key to preventing recurrence of such violations. I urge you to immediately suspend the direct and indirect supply, sale, or transfer of all weapons, munitions, and other military and security equipment to the Israeli government, including the provision of training and other military and security assistance. I also ask you to support a comprehensive arms embargo at the UN Security Council.
 
For over a year, Jenin refugee camp has been at the center of the Israeli government's escalating military crackdown. Its residents continue to be subjected to relentless military raids, which amount to collective punishment. This comes amid an overall escalation in the occupied West Bank, with last year being one of the deadliest years for Palestinians since at least 2005. Some 151 Palestinians, including dozens of children, were killed by Israeli forces and more than 9,875 injured in the context of increased military raids and arrest operations in the West Bank throughout 2022.
 
I implore you to take urgent action - the U.S. government must not provide military and security funding that can be used to perpetuate human rights abuses by the Israeli government.
