Urgent: Sudan is facing a horrific humanitarian crisis, with civilians caught in the crossfire as Sudan's two most powerful military forces fight for power.

Hundreds of people have been killed and thousands have become refugees overnight. Doctors say they're struggling to treat the injured, and medicine, food, and water are in short supply.

Amnesty researchers are speaking with people in Sudan who say they feel abandoned by the international community. We must show civilians we will not abandon them.

I write with deep concern over the situation unfolding in Sudan. The crisis is deepening, with no end in sight for the suffering of civilians in Sudan. Heavy weaponry including artillery, tanks and jet aircraft have been used in densely populated areas in Khartoum, killing hundreds and injuring thousands. The conflict has quickly spread across the country, making it difficult to seek safety. Human rights and aid organizations - including Amnesty International - are reporting that civilians are bearing the brunt of the fighting. Food and fuel prices have soared, and there are power and water outages. And the healthcare system has collapsed, with 60% of Khartoum's hospitals closed.

With the lives of so many civilians at risk, I urge you to act in your leadership role to compel a stepped-up U.S. response to the human rights and humanitarian crisis in Sudan.

Specifically, I ask that you:

* Press President Biden to urgently dedicate additional funding to provide a robust humanitarian response in Sudan as well as in refugee camps in neighboring countries, where resources were strained prior to the conflict. Specifically the Bureau of Population, Refugees and Migration and the Bureau for Humanitarian Assistance.
 
This unfolding conflict is happening at the same time as the 20-year anniversary of the atrocities committed in Darfur. Civilians there remain at the mercy of the same security forces who committed crimes against humanity and war crimes in Darfur and other parts of Sudan. Longstanding impunity has allowed those suspected of war crimes in Darfur to remain in leadership positions today, contributing to the current violence in Sudan.

I implore you to take action - unless international humanitarian assistance arrives soon, the Sudanese people will be trapped in a burgeoning war with no way out.
