Secretary Rubio,

Thank you for working to end the horrific atrocities being committed in Sudan and acknowledging the war crimes committed by both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) and their allied forces.

April 15, 2026, marks the third year since the war in Sudan began. Since 2023, the ongoing fighting between the Sudanese Armed Forces and the paramilitary Rapid Support Forces has devastated the country, with countless atrocities and millions forcibly displaced, and almost two-thirds of Sudan’s population in dire need of humanitarian assistance. War crimes, crimes against humanity, and ethnic cleansing have been committed against civilians over the past three years.

United States leadership has been critical to emphasizing to warring parties the importance of protecting civilians and allowing humanitarian aid. The little aid that has made it into the country has largely been thanks to U.S. pressure. Despite all the actions taken by the U.S. thus far, more must be done to prevent further loss of civilian life. Civilians in Sudan have endured killings of all kinds, cruel treatment and torture, mass displacement, and conflict-related sexual violence targeting women and children, among many other abuses. If further actions are not taken, the toll will only be greater.

It is clear that urgent action is needed to prevent further atrocities and demand justice and accountability on behalf of the civilians in Sudan. Hence, I urge you to:

-	Continue calling out governments implicated in arming those responsible for committing atrocities against civilians and hold them accountable for doing so;
-	Enforce and expand the existing UN Security Council Sudan Arms Embargo;
-	Increase humanitarian assistance to local emergency response rooms and other mutual aid groups led by Sudanese civilians who are able to work around aid blockages implemented by the SAF and RSF;
-	Support evidence collection, documentation efforts, and accountability measures in Sudan;
-	Ensure any future humanitarian truce comes with monitoring mechanisms and facilitates unrestricted humanitarian access to those in need.

Most urgently, I urge you to continue speaking out on the crisis in Sudan. Address the nation and the world to bear witness to the tragedy unfolding in Sudan, to mobilize international support for Sudanese civilians, and to prevent the further loss of civilian life.
