I am writing to you on behalf of Amnesty International, a global human rights movement of 10 million members, supporters and activists, to raise our deep concerns in relation to Russia’s ongoing aggression against Ukraine, accompanied by large scale clampdown on peaceful anti-war protesters and censorship of independent media in Russia.

Russia’s invasion of Ukraine is a flagrant violation of the United Nations Charter and an act of aggression that is a crime under international law. Amnesty International has documented an ongoing pattern of violations of international humanitarian law by the Russian forces in Ukraine, including apparent war crimes such as extrajudicial executions of civilians, indiscriminate attacks on civilians, civilian objects and infrastructure, the use of indiscriminate weapons such as ballistic missiles and the use of banned weapons like cluster munitions.

We are also concerned with the ongoing human rights violations in Russia, including Russian authorities’ unprecedented clampdown on the rights to peaceful assembly, expression and association since the start of the full-scale Russian invasion of Ukraine on February 24th.

According to Russian human rights defenders, over 15,000 people have been arrested in the country for peacefully protesting against the invasion of Ukraine. Hundreds of administrative and over 30 criminal cases have been initiated against peaceful protesters and dissenting voices under the newly introduced legislation, which prohibits “disseminating false information” about and “discrediting” the Russian armed forces. Access to dozens of independent media websites has been arbitrarily blocked by the authorities. Many local and international charity and human rights NGOs and foundations were delisted and closed by the Ministry of Justice.

We stand in solidarity with the people of Ukraine and with all those in Russia who peacefully protest against the invasion.

We call on the Russian authorities to respect international humanitarian and human rights law, stop aggression against Ukraine and protect civilians.

We urge the Russian authorities to abide by their obligations under international law and Russia’s own Constitution to respect, protect and fulfill the rights to freedom of expression, assembly and association, including by allowing peaceful protests to take place unhindered; releasing all those arbitrarily arrested, peaceful protesters and other dissenting voices, and terminating the unfounded proceedings against them, criminal and administrative; lifting all restrictions on independent media and overturning or amending all laws that overly and arbitrarily restrict these rights.
